Charlotte Harbor National Estuary Program The Charlotte Harbor National Estuary Program is dedicated to improving the environmental integrity of the Charlotte Harbor estuary by preserving, restoring, and enhancing seagrass beds, coastal wetlands, barrier beaches, and functionally related uplands; reducing sources of pollution; providing proper freshwater inflow; developing a strategy for public participation and education; and developing and implementing a harbor-wide management plan.
