Changes to HMS Permit Process Proposed
December 12, 2006

Release from:
NOAA

NOAA Fisheries is proposing to revise the method for renewing and replacing permits issued under the Fishery Management Plan for U.S. West Coast Fisheries for Highly Migratory Species (HMS). Permits are required for all commercial vessels and all recreational charter vessels participating in HMS fisheries managed under this plan. The renewal process would be modified by substituting the month corresponding to the vessel identification number with the last day of the vessel owner's birth month as the renewal date. Vessel owners who want a duplicate permit would be required to submit a completed application form to NOAA Fisheries. These changes are needed to improve the efficiency and timeliness of the permit system. The proposed rule does not require any new information to be provided by the applicant.

Comments may be sent to 0648-AU91.swr@noaa.gov through 5pm PST on January 8, 2007.
