NOAA Fisheries published a proposed rule on October 14 that would establish biomass-based reference points for maximum sustainable yield, optimum yield and the minimum stock size threshold, and amend the existing definitions of the maximum fishing mortality rate for Gulf group king mackerel, gulf group Spanish mackerel, and Gulf group cobia.
